As the Stock Clerk, you will perform intermediate skilled trades work in procuring, monitoring, and maintaining inventory of parts and supplies for the Highway Division, along with related duties as assigned. Work is performed under the limited supervision of the Shop Superintendent.
The anticipated starting wage is between $23.38/hr and $25.20/hr.
Primary Responsibilities
The following duties are primarily performed and which are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
- Orders, receives and maintains inventory of repair parts and supplies for County equipment.
- Prepares purchase requisitions, processes purchase order with vendors; receipts orders into inventory; submits invoices to accounts payable
- Provides assistance and direction to maintenance, mechanics, field personnel and municipal customers to ensure correct items are procured.
- Confers with engineering, patrol, purchasing personnel and vendors regarding stock procurement and availability.
- Develops and implements inventory verification procedures; verifies inventory, investigates discrepancies and reconciles balances.
- Determines proper storage, identification and location for inventory items.
- Reviews stock to eliminate defective and obsolete inventory.
- Prepares and maintains records and reports of inventories, price lists, expenditures for items used or issues.
- Records and documents fixed assets including equipment acquisitions and disposals; assigns asset numbers and rating in accordance with WI DOT regulations.
- Maintains records on the use and/or damage of small tools and highway safety items.
- Tracks and receives salt and calcium chloride supplies.
- Maintains and distributes Adopt-a-Highway kits.
- Picks up and delivers parts, supplies, tools and other materials as needed.
- Coordinates the removal and disposal of roadkill.
- Coordinates Diggers Hotline work tickets for County and State road projects
- Maintains and cleans indoor and outdoor areas; shovels snow.
- Performs other duties as assigned.
Minimum Qualifications
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
- High School Diploma or GED
- Certificate in related field.
- Minimum of one (1) year experience working with a work order system and various software programs, or equivalent combination of education and experience.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
- Valid driver’s license or the ability to travel between work locations.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS

- Thorough knowledge of vehicle maintenance report and accident reports.
- Thorough knowledge of related policies, practices and procedures.
- Thorough knowledge of parts and service manuals.
- Knowledge of WI DOT highway maintenance manual, transportation aides cost reporting manual and highway accounting manual; thorough knowledge of stock inventory reports, vendors’ invoices, packing slips and statements.
- Ability to use standard office equipment.
- Ability to operate a forklift and shop truck.
- Ability to use inventory software.
- Ability to communicate verbally and in writing with co-workers, supervisors, vendors, other government agencies and the general public.
- Ability to read, understanding, and following health and safety procedures and written instructions.
- Ability to learn the operations, activities and functions of maintenance crews.
- Ability to establish and maintain working relationships with departmental staff.
- Ability to prepare and analyze written or computer data.
- Ability to operate machines, operating motor vehicles or equipment and observing general surroundings and activities.
- Ability to visually inspect small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length.
- Ability to carry out assignments under direct supervision and instructions.
MINIMUM LANGUAGE SKILLS QUALIFICATIONS

- Ability to communicate clearly and effectively with other staff members, supervisors, and community members in written and verbal form.
- English skills (oral, written and comprehension) sufficient to effectively communicate with all internal and external customers.

- Ability to make arithmetic computations using whole numbers, fractions and decimals.

Physical and Work Environment
- Physical effort will typically require infrequent exertion of objects weighing up to 50 pounds, regular, but not continuous, exertion of objects weighing up to 25 pounds, and/or prolonged and frequent exertion of objects weighing up to 10 pounds.
- This work requires occasional exertion of up to 50 pounds of force, frequent exertion of up to 25 pounds, and up to 10 pounds of force continuously to lift, carry, push and pull.
- Work occasionally requires sitting; occasionally requires standing and walking; occasionally requires stooping, kneeling, crouching, climbing or crawling and continuously requires reaching with hands and arms.
- Work requires lifting and repetitive motions.
- Work has standard vision requirements.

- Work occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to outdoor weather conditions.
WORK ENVIRONMENT
- Work is generally in moderately noisy location (parts room).
- The work environment involves exposure to materials, equipment and situations that require following safety precautions and may include the use of protective equipment.
